The Internal Affairs summary said Mr Theil considered his "exceptional circumstances relate to his skill as an entrepreneur and his philanthropy".

Following public pressure, New Zealand's government on Wednesday released 145 pages of documents revealing details of the deal. While some Americans had voiced an interest in escaping to New Zealand, at the bottom of the Pacific and with six times as many sheep as people, if Donald Trump became president, Thiel doesn't fit into that category.

"It's not clear what value New Zealand is getting from granting Mr Thiel citizenship over residency", he said.

He also met with prominent business leaders, including Sam Morgan and Rod Drury.

In his application letter to the department, Thiel wrote that New Zealand lacked the "deep pools of capital" to build out its technology industry.

A secret deal to grant New Zealand citizenship to technology billionaire and Donald Trump supporter Peter Thiel has caused a political scandal as it emerged he failed to meet the usual requirements but donated $NZ1 million to the relief effort after the devastating 2011 quake in Christchurch.

However, Thiel's citizenship status only became publicly known following last month's newspaper report.

The grant was given despite Thiel not fulfilling the usual criteria because he satisfied "exceptional circumstances" that meant the grant was in the public interest.

Labour Party immigration spokesperson Iain Lees-Galloway said it was evident Mr Thiel's wealth was a key factor but lack of time he had spent in the country raised huge questions.
