Watch a Live Feed of California's Failing Oroville Dam

Watch a Live Feed of California's Failing Oroville Dam

Brown's plan calls for the high-speed rain to run from the Los Angeles area in the south to San Francisco Bay area in the north.

Weeks of heavy rain had left Lake Oroville - the second largest reservoir in California - almost full, leaving rural communities along the Feather river in danger. But erosion around the spillway has authorities concerned that it could compromise concrete and cause an uncontrolled flow release of water.

Spillage from the dam has stopped as a result of the lower water levels, according to The Associated Press. Officials earlier Sunday stressed the dam itself was structurally sound and said there was no threat to the public. Water began to overtop an emergency spillway and engineers noticed this flow of water was cutting into the land in a way that, if left unchecked, could lead to a catastrophic failure of the emergency spillway.

Trying to head off a disaster, state officials increased the flow down the dam's main spillway on Sunday night. One of the largest construction projects Trump wants to begin within months is the construction of a 1,000-mile, 40-foot-high concrete wall along the USA border with Mexico.

What nearly happened this year is a stark reminder of how much we depend on dams, levees, bypass channels, seawalls and other human efforts to keep destructive tendencies of nature at bay.

Crews began dumping large 2-ton bags of rocks on the erosion-damaged emergency spillway Monday afternoon.

Another round of storms is expected to swell the reservoir once more later in the week. An agency spokeswoman said the original, 50-year license for the dam expired in January 2007, but it has been automatically renewed each year pending a full renewal.

Authorities ordered evacuation from low-lying areas of Oroville, Yuba and other towns downstream from Oroville Dam on Sunday, citing a "hazardous situation" at the tallest dam in the US. "There is still a lot of unknowns", said Kony Honea, sheriff of Butte County where Lake Oroville is located.

Meanwhile, the Butte County sheriff said in a statement posted on social media: "Immediate evacuation from the low levels of Oroville and areas downstream is ordered, This is NOT A Drill". By early Monday, numerous pumps at those gas stations had yellow tape across them, indicating they were out of gas.
