Northern, Central California Gear Up for Yet Another Drenching Rainstorm

The homeless encampment at San Jose's Los Lagos golf course, where Tuesday's evacuation took place, grew after the city evicted more than 200 homeless people from a large camp known as "the Jungle" in late 2014, according to the general manager, Scott Hathaway.

Authorities say a pre-evacuation advisory has been issued for a California community in Madera County after water discharges from Bass Lake were increased and threatened to swell rivers.

In Monterey County, people living along a section of the Carmel River were told to leave, as were those in a neighborhood of Salinas near Santa Rita Creek and a few people in rural Royal Oaks, where a mudslide encroached on a home.

Aerials of the San Joaquin River near Manteca show the nonstop work being done to fix the levee after a breach forced roughly 500 people to evacuate.

Forecasters say the winter storm could drop up to 5 feet of snow in areas above 7,500 feet.

The National Weather Service said the storms carry a threat of rock and mudslides making travel potentially risky.

A motorist in Northern California was swept into a creek Saturday during another in the series of storms and drowned inside her vehicle, the Los Angeles Times reported Tuesday.

Heavy downpours are swelling creeks and rivers and bringing threats of flooding in California's already soggy northern and central regions.

Weather watches and warnings were issued for almost a dozen counties because of flooding and gusting winds. Santa Cruz County had logged 2.8 inches but could see up to 8 inches of rain before the storm passes. It said winds could reach 60 miles per hour in the San Francisco Bay area.

Elsewhere, the water level kept falling at Oroville Dam, where a damaged spillway had raised major flood concerns and prompted the evacuation of 188,000 people a week ago.

Some Northern California residents are preparing for another powerful Pacific storm by patrolling levees for signs of danger, reviewing evacuation plans and filling hundreds of sand bags.

It took 23 hours for that water to make it to Modesto, where it caused flooding along low-lying areas of the Tuolumne River, and with the San Joaquin River already on upward swing Monday night thanks to storm runoff, the river is forecasted to eclipse the 30-foot mark at Vernalis by the end of today.

The water-logged levees, which have seen far more rain than in 1997 when they broke in 13 places in South San Joaquin County, have already started to produce issues like sinkholes and boils that are bubbling with dirty water - meaning that the levee is starting to move material through seepage channels which weaken the overall integrity and structure of the levee itself.
