Yahoo Hacking Case Won't Help Divide Between Tech, Government

In a development that can only heighten the distrust between U.S. and Russian authorities on cybersecurity, the Justice Department on Wednesday charged two Russian intelligence officers with directing a sweeping criminal conspiracy that broke into 500 million Yahoo accounts in 2014.

In a rare move, the US has indicted two Russian government agents for their suspected involvement in a massive Yahoo data breach. "We can not trust Russian Federation, we should never trust Russian Federation", she said on NBC's "Today show in an interview broadcast Thursday".

The attack on Yahoo, disclosed a year ago, was one of the largest ever data breaches and at the time was blamed on a "nation-state" attacker. The intrusion, along with a second, earlier hack that exposed even more accounts, has complicated Yahoo's planned acquisition by Verizon Communications. That's where one of the hackers conducted reconnaissance work and discovered the key assets the attackers needed to be able to break into specific user accounts.

"We have reason to believe, based on our evidence, they were acting in their capacity as FSB officials", said Mary McCord, acting assistant attorney general for the Department of Justice's national security division.

"During the conspiracy, the FSB officers facilitated Belan's other criminal activities, by providing him with sensitive FSB law enforcement and intelligence information that would have helped him avoid detection by USA and other law enforcement agencies outside Russian Federation, including information regarding FSB investigations of computer hacking and FSB techniques for identifying criminal hackers", the Justice Department charged in its statement about the indictments.

The FSB officers also allowed the criminal hackers to use the email cache for the officers' and the hackers' financial gain, through spamming and other operations, officials said.

The U.S. also reveals how Russian Federation has used criminal operations to hide government spy activities, sheltering those criminals from prosecution while using the threat of charges as a recruiting tool for the country's best criminal talent. The cyber-criminals are said to have searched emails for other accounts of the same users as well.

Paul Obeid, executive assistant director at the Federal Bureau of Investigation, said that prior requests for the apprehension of Belan had gone unanswered by the Russian government in 2014.

The case is a wake-up call for companies that might have been under the false impression that state-sponsored hacking was aimed only at other governments.

Besides Belan, the USA indicted two FSB officials, Dmitry Dokuchaev and Igor Sushchin, and a second hacker, Karim Baratov, a Kazakh living in Canada.

"There are countries that have extradition treaties with the United States and we will take advantage of that", he said. She added that "the criminal hackers used this to line their own pockets for private financial gain", seeking to cash in on the breach by accessing stolen credit or gift card numbers, and through a series of spam marketing schemes. Belan allegedly targeted anyone searching for erectile dysfunction medication.

The Russian government then used the information it obtained from the intelligence officers and two others named in the indictment - a Russian hacker and a Kazakh national living in Canada - to focus on foreign officials, business executives, and journalists, federal prosecutors said. He was paid $100 for each victim's credentials that he passed on to Dokuchaev. After announcing the indictments USA will put out another official request for their extradition, he said.

An indictment reveals four people face charges which include conspiracy to commit computer fraud, economic espionage, theft and other related counts in connection to a massive Yahoo breach.
