Maryland lawmakers approve bill to preserve funding for Planned Parenthood

Republican legislation letting states deny federal family planning money to Planned Parenthood and other abortion providers advanced toward Senate passage, rescued by an ailing GOP senator who returned to the Capitol after back surgery and a tie-breaking vote by Vice President Mike Pence on Thursday.

"On this vote the yeas are 50, the nays are 50", Pence said.

Republicans Susan Collins of ME and Lisa Murkowski of Alaska voted with the Democrats against the bill, according to Politico.

The rule said that a state can not deny funding to clinics for reasons unrelated to their ability to provide basic family planning services.

The measure would roll back an Obama-era rule that barred states from withholding funds from clinics that also offered abortion services.

During World News Tonight Thursday, ABC anchor David Muir called the vote a "major setback tonight for Planned Parenthood and abortion-rights advocates" that will affect not only Planned Parenthood but also "healthcare centers". But Democrats and other defenders of Planned Parenthood have always gotten around that by allocating funds for other so-called family planning services, and allowing beneficiaries of the funding to choose Planned Parenthood as the provider of the service.

Other people disagree. Women's marches have been held across the country to protest cuts to reproductive health care.

What's next for Planned Parenthood?

The House in February voted 230-188, largely along party lines, to reject the Obama rule under the Congressional Review Act, which allows Congress to overturn recently enacted regulations. The Senate could have advanced the resolution with a 52-member majority, but moderate Sens. President Trump has signed seven of those bills into law. And guess who helped pass that bill?

Dawn Laguens, executive vice president of Planned Parenthood, noted that Pence's tiebreaking vote came just a day after he participated in a women's empowerment forum at the White House.

"Taking resources away from Title X providers would be cruel and would impact women and families most in need", he added.

"President Trump and our administration, I promise you, are gonna work tirelessly to empower women to be able to climb the ladder of opportunity", he said at the time.

As noted on Planned Parenthood's homepage, services covered by the Title X federal grant program include well-woman exams, cervical and breast cancer screenings, birth control, and testing and treatment for sexually transmitted infections, including HIV. In 2011, IN slashed funding for Planned Parenthood, shutting down many rural clinics.
