Guillermo Lasso refuses to concede in Ecuador election

National Electoral Council chief Pablo Pozo said on television that "irreversible official results" showed Moreno, 64, won with 51.16 percent of the votes.

Pozo said the electoral council "totally guarantees the right of both political sides to present objections, challenges and appeals through legal institutional channels" by an April 12 deadline before the result is officially promulgated.

Still, Lasso has said he will challenge the results and some of his supporters were protesting by honking horns and waving yellow-blue-and red Ecuadorean flags in the Andean capital Quito on Tuesday.

The announcement came after Moreno's conservative challenger Guillermo Lasso refused to recognise the results of Sunday's election, demanding a recount.

Scuffles also broke out in Guayaquil, where Lasso is from, before riot police before pushed back protesters with tear gas.

The Organization of American States, which acted as an observer during the election, said it had seen "no discrepancies" between polling station and official results. On Monday, he sent a flurry of tweets saying the Lasso campaign had hired Cedatos.

He also appeared alongside Moreno at changing of the guard ceremony at the presidential palace.

Ecuador's president-elect has told Julian Assange to stay out of the country's politics after the Wikileaks founder mocked a rival candidate who had vowed to expel him from the London embassy.

The stern warning was in response to Assange's celebrating the results of Sunday's presidential runoff with a blast on Twitter at losing candidate Guillermo Lasso, who had pledged to evict the Australian within 30 days of taking office.

"I'm going to be the president of everyone but fundamentally those who are poorest", said Moreno.
