Colorado has backed off plans for marijuana clubs

The proposal was passed by the Senate with a 28 to 7 vote, sending it to the House of Representatives for consideration; passage in the House would send it to Governor Jerry Brown.

DENVER (AP) - Colorado lawmakers on Thursday backed off plans to become the first USA state to regulate marijuana clubs, saying approval of Amsterdam-style pot clubs could invite a federal crackdown. The prospects for the Green Mountain State legalizing marijuana this year grow exceedingly dim. Senate leaders said Tuesday their body is extremely unlikely to support a legalization measure, House Bill 170, now stuck in the House. He eliminated a provision in the Senate proposal that would have withheld state grant money from local jurisdictions that do not comply, a punishment Democrats have argued would hurt domestic violence programs, veterans courts and other local services.

House members say new taxes are needed to close the $2.7 billion gap between what the state government spends and what it raises.

The Legislature passed 10 bills in the first 87 days of the session.

"We wouldn't be even talking today if we didn't have the ability to sell three pints between noon and 8 p.m. starting in 1999", he said.

Brandes told the Senate Appropriations Committee on Finance and Tax that he is in talks with the House on an implementing bill for the tax break, but said he hasn't agreed to the extra regulations in their bill.

Republican Rep. Mike Cuffe supported the bill during debate in the House.

Roads and the budget are the final two major pieces. They said the procedures and waiting periods were simply "speed bumps" that did nothing to improve the health or safety of women undergoing abortions. "We are pleased that the Senate restored the bill to 60,000 barrels".

She continued, "I think it's just a sign that the state is realizing what an fantastic industry Montana beer is".

"Ultimately, it will make communities less safe", Adler said. "And we worked rather quickly". If something is added, then something must be taken away, they say.

His bill does not affect reimbursement rates for medical providers, but the House finds much of its cost-savings from that quarter, Bradley said.

The House version (HB 7085), sponsored by Insurance & Banking Chairman Danny Burgess, R-Zephyrhills, is ready to go to the full House. No Democrats voted for the measures, and all Republicans voted yes.

"We sent a pretty clear message over there that if the bill is changed it's not going to pass", said Senate President Pro Tem David Long, R-Fort Wayne.
