Federal Judge Blocks Trump's Attempt to Cut Funding to Sanctuary Cities

"I do think that the Ninth Circuit, which is notoriously liberal, has it in for Donald Trump", Bolling said, noting that two of the major rulings against Trump's executive orders have come from the same circuit.

Donald Trump answered a Wednesday question about the U.S. Ninth Circuit Court blocking a portion of his sanctuary city executive order with seven words and a shrug of his shoulders.

"You see judge shopping, or what's gone on with these people, they immediately run to the Ninth Circuit", Trump added.

It's a major victory for California and other so-called sanctuary cities like Philadelphia - though, as mentioned, it's unclear how Trump's executive order would be implemented and which jurisdictions it would effect. Federal courts have also blocked his two travel bans on citizens of mostly Muslim nations.

Orrick said his ruling does not affect the administration's ability to enforce existing conditions on federal grants.

Trump on Wednesday later added in two separate tweets: "Out of our very big country, with many choices, does everyone notice that both the "ban" case and now the "sanctuary" case is brought in. the Ninth Circuit, which has a bad record of being overturned (close to 80%)".

It claimed that sanctuary cities - like San Francisco, where Orrick resides - are "engaged in the risky and unlawful nullification of federal law in an attempt to erase our borders".

Microsoft Says it Will Simplify Windows Updates into Two Per Year

Critics say authorities endanger public safety when they decline to hand over for deportation illegal immigrants arrested for crimes, while supporters argue that enlisting police cooperation to round up immigrants for removal undermines trust in local police, particularly among Latinos. Almost 20 of the 25 active judges on the court were appointed by Democrats.

At the same time, the judge said the Justice Department may hold back grant money that is awarded with immigration-related conditions, if those conditions are violated.

Orrick also ruled that Congress - not the federal government - has spending power.

Trump's tweets echo the White House statement released Tuesday night after the judge's ruling.

The Trump administration plans to appeal the ruling from the district court, which falls under the US 9th Circuit.

The administration has often criticized the 9th circuit.

"This is why we have courts - to halt the overreach of a president and an attorney general who either don't understand the Constitution or chose to ignore it", Herrera said in a statement. "The president has called it "a weapon" to use against jurisdictions that disagree with his preferred policies of immigration enforcement".
