Manchester police arrest man, 25, in bomb probe

The Latest: Manchester mosque warns radicalized members

Crowds gathered to watch the half marathon on Sunday morning ahead of the 10k, which saw Mayor of Greater Manchester Andy Burnham join thousands of others pounding the streets.

More than 20 people were killed in an explosion following a Ariana Grande concert at the Manchester Arena.

On Saturday, police released security camera stills of Abedi taken on Monday before he detonated a bomb he carried in a backpack into the Manchester Arena, where a concert by USA singer Ariana Grande had just finished.

A total of 13 people have been arrested in the terror investigation, two of whom have been released without charge, the Greater Manchester Police said.

Yet minutes after these freshly released photographs were taken, he would detonate the nail bomb in his backpack, killing 22 people, many of them children, and maiming dozens more.

Abedi died in the blast.

"Officers have also arrested a 25-year-old man in the Old Trafford area on suspicion of offences contrary to the terrorism act", the spokesperson said.

Amber Rudd the home secretary has said that other members of Salman Abedi's terror network "potentially" could still be out there and "we can't be entirely sure that it is closed".

That brings to 11 the number of suspects held over the Manchester Arena attack that was claimed by the Daesh terror group. Another brother and Abedi's father have been detained in Libya. The straps of a knapsack are visible on his shoulders.

Along with her full statement vowing to return to Manchester, the singer also tweeted a JustGiving appeal for the victims, which has seen more than 1.7 million GBP donated.

Police said they had built up a "detailed picture" of his movements since he returned to British shores on May 18, reportedly from his family's native Libya.

"I'll be returning to the incredibly fearless city of Manchester to spend time with my fans and to have a benefit concert in honor of and to raise money for the victims and their families".

Prime Minister Theresa May said developments in the investigation into the bombing meant intelligence experts had chose to lower the threat level from its highest rating "critical", meaning an attack could be imminent, to "severe".

I heart Manchester signs were dotted around the city, and runners set off under the banner #RunForManchester.

On Friday, UK Security Minister Ben Wallace told CNN in Manchester that there are "over 400 investigations now ongoing by the security services and police into terrorist planning or people thinking about terrorist planning".

Counter-terror authorities are handling 500 investigations into 3,000 individuals now, while it was disclosed on Friday that around 20,000 people are considered former "subjects of interest". "But I would not rush to conclusions, as you seem to be, that they have somehow missed something", she said.

The family of Georgina Bethany Callander, an 18-year-old killed in the bombing, released a tribute late Saturday in which they called on the government to "open its eyes" to prevent further tragedy.

In a statement released on Saturday night, hours after the terrorism threat level in the United Kingdom was reducedfrom critical to severe, Greater Manchester's police chief, constable, Ian Hopkins and its deputy assistant commissioner, Neil Basu, senior national co-ordinator United Kingdom counter-terrorism policing, said the investigation was making good progress.
