Turkey summons US ambassador over arrest warrants

Two other suspects, whose charges were announced Thursday alongside the Turkish security personnel, are Canadian citizens, Newsham said. The Turkish undersecretary has told US ambassador John Bass that police in Washington did not take security precautions against the protesters, who Turkey says were associated with outlawed Kurdish militants. The DC-based Turkish news site Washington Hatti reported today that Eyup Yildirim was arrested for playing a role in this incident, and the Daily Caller now reports that a second, Sinan Narin, was also arrested. Sources tell The New York Times that the guards will face several felony and misdemeanor counts.

It also wasn't the first time Erdogan's bodyguards had attacked people in the U.S. During his last visit in 2016, his security detail beat and kicked protesters outside the Brookings Institution, where Erdogan was due to give a speech.

Some Turkish security officials were briefly detained at the time by US law enforcement for their role in the brawl, but they were released on the scene because "customary worldwide law affords heads of state and members of their entourage with inviolability from arrest and detention", a State Department official told ABC News at the time.

"In the United States, and particularly in the District of Columbia, we hold our ability to peacefully protest as a sacred right", Newsham said.

Erdogan's entire security detail left the country with him, soon-after.

Two men were arrested on Wednesday.

For those police have yet to identify, they are expected to release video footage and photographs of more suspects involved in the fighting, asking the public's assistance in identifying the perpetrators.

The State Department spokesperson told reporters that global law allows heads of state customary protections/immunity for members of an entourage, which they lose upon leaving the US.

"They should bring themselves here to the United States to answer these charges", Newsham said.

Erdogan said the protesters were members of an outlawed Kurdish militant group and the US police failed to act.

Video recordings of the incident show Erdogan supporters and his bodyguards clashing with Kurdish and Armenian protesters who accuse the Turkish president of rights abuses.

Violence erupted between protesters and the president's security personnel outside the Turkish ambassador's residence during Mr Erdogan's visit. Men in dark suits and others were recorded repeatedly kicking one woman as she lay curled on a sidewalk.

If Turkey refuses to extradite them, the men could be arrested if they return to the United States in some capacity where they wouldn't have diplomatic immunity.

The incident was caught on camera and caused a diplomatic crisis, with Turkey and the USA summoning each other's ambassadors and members of Congress expressing outrage. In a separate video, Turkish President Recep Tayyip Erdoğan could be seen in the driveway of the ambassador's residence watching the melee for a moment before walking inside.
