Earlier Saturday, Madigan rankled Republicans when he announced that there would be no votes on a deal to end a two-year stalemate this weekend.

A proposed $36 billion state budget in IL has passed a critical test, but a powerful legislative leader says lawmakers will miss a deadline to avoid starting a third consecutive fiscal year without a budget.

Mr. Madigan said Saturday on the House floor that members will convene again Sunday, but no budget bills will be called before Monday. IL will now enter its third consecutive fiscal year without a budget. That's the longest impasse of any state since at least the Great Depression.

Also, state-funded construction projects would be halted and the state's credit rating would likely be downgraded to junk status.

IL already has the lowest credit rating of any USA state, and it owes more than $15 billion in late payments to vendors — including doctors who provide health care to state employees and social service agencies that care for disabled people. There's general agreement that a revenue package will include raising the personal income tax rate from 3.75 to 5 percent. Earlier this week, S&P Global Ratings warned that it would probably issue the demotion if IL failed to pass a budget before Saturday. "Saying that we're done today, come back tomorrow.to me, it speaks for itself".

Democrats in the Illinois House say they'll try to pass a state budget Friday.

The House voted 90-25 late Friday morning on a version of a yearlong spending plan.

While a tax hike is always controversial, stakes are higher given both the gravity of Illinois' financial distress, and the 2018 elections.

Nevertheless, Democratic Rep. Greg Harris says IL is "peering into the darkness", and calls Friday's scheduled votes "a moment of truth".

Rauner has demanded cost-cutting changes to workers' compensation laws, which he says are needed to lure businesses to IL.

State Sen. Dave Syverson, R-Rockford, said Friday's vote was nearly meaningless as the bill would require Senate concurrence and it is still unclear how the other half of the General Assembly would vote. Southern Illinois University President Randy Dunn said that would mean the colleges wouldn't be able to offer federal loans and grants to students, causing more to choose colleges in other states.

Rauner has also not been present at negotiating meetings.

The announcement by Madigan, a Chicago Democrat, came just a day after a harmonious House, tired of the two-year standoff with Republican Gov. Bruce Rauner, overwhelmingly approved a $36.5 billion spending plan on a preliminary vote.

Social service agencies, contracted by the state to care for vulnerable populations, that have limped along without state funding will have to endure further strain; already many have laid off employees and reduced services.
