On Wednesday the foreign ministers, and intelligence heads, of the three GCC countries, and Egypt, met in Cairo to discuss the escalation as the deadline for Qatar to respond to a list of demands passed.

The Arab countries have demanded Qatar curtail its support for the Muslim Brotherhood, shut down the pan-Arab al Jazeera TV channel, close down a Turkish base and downgrade its ties with regional arch-rival Iran.

Qatar accused them of "clear aggression" today and said the accusations "were clearly designed to create anti-Qatar sentiment in the West".

Qatar still has the backing of Turkey in the diplomatic crisis, however, with President Erdogan reiterating his support for Qatar, and his view that the demands, which include expelling Turkey's military from a base in Qatar, are unacceptable. Fund managers believe further sanctions, such as a pull-out of bank deposits, remain quite possible in coming days or weeks, but they may hurt the Qatari economy rather than cripple it.

"The response the four states got was overall negative and lacked any content".

In an interview with CNN's Christiane Amanpour on Wednesday, Qatari Foreign Minister Sheikh Mohammed bin Abdulrahman al-Thani dismissed the demands as "against the global law".

Shoukry told CNN on Thursday that Qatar's response to the demands was "totally void of any substance".

"The matter from the beginning was not up for negotiations. there is no middle ground", he said.

"The four states which said that Qatar must be isolated, so to speak, now say 'We want Qatar to stop terrorist financing, that they do not offer terrorist protection, that they stop intervening in the region.' All other demands are no longer addressed", Gabriel said.

Meanwhile the war of words between the two sides continued on Wednesday with Saudi Arabia accusing Doha of being behind more than 23,000 Twitter accounts it accuses of stoking dissent inside the kingdom.

The index is down 10 percent since June 5, when the diplomatic crisis erupted. This would be a massive climbdown and Arab ministers have already said the sanctions stay, for now.

The editor of the Abu Dhabi government linked al-Ittihad newspaper wrote in an editorial that Qatar was "walking alone in its dreams and illusions, far away from its Gulf Arab brothers".

Qatar Airways said on Thursday that passengers travelling to the USA can now carry their laptops and other large electronics on board, ending a three-month in-cabin ban on devices for the Doha-based airline.

Qatari foreign minister Sheikh Mohammed bin Abdulrahman al-Thani told a session of London's Chatham House think tank that Doha was continuing to call for dialogue to settle the dispute.
