S. Korea seeks rare talks with North to ease military tensions

"The Korean Red Cross proposes holding a meeting at Panmunjom's Peace House on August 1st to address humanitarian issues including the reunion of separated families in light of the Chuseok holiday".

South Korea on Monday proposed talks with North Korea over military and Red Cross affairs, China's Xinhua news agency reported.

"The Chinese government has always adhered to a stance that improving relations between the two countries (North and South Korea) is in line with their fundamental principles and also contributes to calm and improving situation on the Korean Peninsula", the diplomat said.

Some critics in South Korea and the United States opposed the Women Cross DMZ campaign, saying the activists' trip to North Korea would be used as propaganda by the North's repressive government.

The Koreas last convened for military talks in late 2014.

North and South Korea remain technically at war since the 1953, when an armistice agreement ended the war but no truce was signed.

The Defense Ministry offered talks with Pyongyang counterparts on Monday, while the National Red Cross floated reunion events for families split by decades of hostilities.

The move is, reportedly, part of "follow-up" measures to those proposed by South Korean President Moon Jae-in in his "Berlin Doctrine" speech last month, in which he called for Pyongyang to halt "acts of hostility around the Military Demarcation Line (MDL)" between the two Koreas.

The North Korean government did not immediately respond to Moon's overtures. In 2015, her government deported a South Korean-born American citizen who had spoken warmly about her trips to North Korea in public appearances and articles in South Korea.

"I ask the North to answer to our proposal by restoring the now disconnected military hotline near the West Sea", he said at a news conference.

Pyongyang also has in the past tied the idea of resuming family reunions to Seoul's return of North Korean defectors.

Seoul's Unification Ministry says these latest proposals are in line with President Moon Jae-in's dual track policy to pursue both engagement with the Kim Jong Un government while also supporting US led sanctions to pressure Pyongyang to halt its nuclear and ballistic missiles programs.

Japan supports new sanctions but also maintains that Russian Federation and China must do more to fully implement the current set of measures targeting their economic ties with North Korea. Most recently, Pyongyang claimed to have tested an intercontinental ballistic missile (ICBM) capable of carrying a nuclear warhead.

Through the olive branch to follow up on Moon's peace overture, the South hopes to lay the groundwork for easing tension and opening additional dialogue meant to persuade it to suspend provocations, freeze its weapons of mass destruction program and expand inter-Korean economic cooperation.
